I have used LCDs that are powered by 12 volt adapters with batteries. One ran stable til the battery was down to 10.2 volts. If the battery output is a stable supply, you won't need any any filter or regulator. If the battery is tied to a charging system (as in a car), you may want to add some overvoltage protection as well as current protection (fuse) and possibly a filter circuit. A company called Inveneo powers small LCDs and computers with 2 volts from a variety of sources in third world countries: solar, battery, wind, vehicles, and even bicycle powered jeep alternators.

If you seek out a monitor designed to be a car entertainment display it will be quite forgiving to voltage fluctuations because the designers will expect it to be powered by a car electrical system with its undervoltages, transients, and widely ranging supply voltage. VGA monitors of this type are more expensive and not quite as common as NTSC monitors, but they are out there. I would start with the search term "headrest display." You might get lucky and find a discontinued model for a reasonable price on eBay; I have never seen a new VGA model under $250 but I've gotten NTSC monitors for under $100 from Amazon.

    Hi,
I'll give you a hint with my own project: Car computing and display.

    http://www.mimomonitors.com/pages/how-does-it-work

    http://www.reachtech.com/evaluate/how_does_it_work/#

The last one is the way I'm going. Requires less "components" and has what I need!

The first one was my Proof of concept using a separate computer.

Might help you to decide the power issue ! Mimo is really low power. Easy to convert 12 ++ volts down to USB level ;-)
The Reachtech has up to 8.4 " Display... Very nice !!!
    Cheers

If all you can find is an NTSC monitor, there are VGA to NTSC converters on eBay that cost about $2.50. That would probably do the trick.
