Every time i plug my fluke into my scribble2, its turns off and on. When I plug it out it stops turning off and on and remains on. How do I fix this problem?

Your Fluke what? A DMM? What "turns off and on", the Fluke or the Scribbler?
Funny things happen when the Ammeter, Ohmmeter, or Diode-test functions are selected and then one starts probing live circuits that way.
If you have it set to DC Voltmeter it shouldn't present, generally, any problems.
I haven't seen any posts on using that board with the S2, although it should be supported. It's one of the reasons Parallax says they grandfathered the serial connection on the S2 instead of going USB. Per PJ, please give a more thorough description of the problem. What software is loaded in your S2? Might be a power/resetting problem. Are you using brand new alkaline batteries?
Do you have a blue Scribbler 1 (or another S2, or another Fluke board) you can try it with to further isolate the problem?
As erco had eluded to, it is probably a classic power problem. The IPRE Fluke will surely take some power to drive it. This sucks off the Scribbler batteries.

Brand new batteries would be the firs test.
