article quotes them as as saying "We've spent about $30,000 and the past five years developing Tandem."

    Interesting. I like how they use two balloons to get a more stabilized flight. I'm not sure that $30,000 counts as DIY, but a similar approach is probably doable on a more restricted scale.

    We did some testing a couple years ago using two balloons in tandem just like that. Good to see that it was a valid approach.
