What "prop controller"? I think you're going to have to be more specific.

    Howdy naber,

    Welcome to the forums.

Do you have a copy of the data sheet for the PIR?
    http://www.parallax.com/dl/docs/prod/audiovis/pirsensor-v1.2.pdf

In that, you will see that the OUT pin must go to your Propeller, and the negative pin must go to ground. The grounds of both the PIR and the Propeller must be connected. The positive pin of the PIR must be connected to a voltage source of either 3.3 or 5 volts. If you are using the Propeller Protoboard, then these voltage sources are available on the board. If you want to use your own voltage source, be sure that the grounds for the PIR, Propeller, and voltage source are all connected.

But, as Sylvie has said, for us to help you in more detail, we need to know which Propeller board or whatever you are using.

Your going to have to ask dcprops since I don't see a schematic for the PIR connection.

The PIR they sell has a 3-pin connector and goes into the PIR port, not the trigger input.

Sorry, naber, but when you said "Prop controller", I thought you meant the Propeller controller, which is one of the amazing products Parallax sells.

These maestro things are a whole different animal.

Here is their PIR sensor. http://www.dcprops.com/ (then go to instructions and then PIR instructions) It also has three leads so the one you have should work.
