Spinneret Web Server: can I implement a queue system ?

Ca I implement a queue system using Spinneret Web Server ?
I'd like to store counter (1 or more ) and increment this counter with remote control or signal (string from Pc in the same LAN direct to specifi IP and port - It should also receive signal from scales as well as remote control).
Can Spinneret Web Server listen to a specific port (not only 80 - web server ) ?
Are There languages like php or simpler to do web programming (like increment counters etc) ?
Counter(s) will be displayed in LCD monitor in the same lan (the client will be a browser)
