I say it's groaning, not talking. Check the first video. I think the best things about this article are the sordid comments and of course the term "Robocalypse". Robaca-Lips, that is.

@erco Well agreed! I don't even understand Japanese, so it sounds like it's groaning to us.

Yeah...seen that contraption on a couple shows over the last month (AOTS anyone?...they have good robot coverage once or twice a month).

It looks like overkill IMHO. Voice recognition and playback seems the way to go.

It seems more like a prop for a David Cronenberg film than a voice synthesizer.

That's kind of scary and cool at the same time.

The Japanese are creating androids - humanoids, with a goal to become more human-like. This includes hair, skin, and other qualities along with speech that's more like humans, and creating a tongue, larynx, lips, throat, sound cavity, and the dispersal of air through simulated lungs. This is a phase when the parts of of a mechanical robot, such as computer chips, wires, motors, metal, are being replaced with other compounds more closely resembling humans, like bones made from polymers, latex to make skin, and air to create speech resonance.
