Where to start?

Dear all,
I would like to create, start with creating a system to measure the performance of athletes.
I would like to have the same as following links.

Low budget is the issue here, to provide as many potential athletes.
Alot of information is available but difficult to tighten the lose ends.
Can anybody help me?

I think you should start with one thing, and add then more features, otherwise, you'll be stucked up.

First, learn about microcontrollers, then expand from there to learn about various sensors, etc.
Have a look at this:

You can start with one of Parallax's educational kits, for example for the Propeller there is this:

There are cheaper approaches, too, that don't require you to buy entire kits. You could buy just the chips or protoboards and add things a little at a time as you acquire new knowledge.
There are many ways to start learning about this stuff, but most of all you need to "divide and conquer". Learn the basics and then move on from there.
