Honeywell HMC6343 Heading Issues

I have several test boards using the HMC6343 compass and I noticed on at least two of them, the heading deviates very badly when its tilted. I'm looking at like +/-100° depending on how its tilted and how far. I've tried calibrating several times to no avail. The only optional feature I have on is the heading filter, set to 3. The other two axes (roll and pitch) work just fine.
Except one compass, which seems to behave as the datasheet suggest. No matter how I tilt the board, the heading deviation is at worst +/-10°, and this is at the extreme, it averages +/- 3-4° otherwise.
I'm wondering if I just have some bad units and I'm not going insane.
