Using Boost Regulator and Disabling Brown Out Reset

Hi,
When I tie /BOE to Vdd (3.3v) to disable Brown Out Reset, I found that the Propeller D40 chip cannot be programmed (with PropPlug) when powered by the NCP140233 boost regulator.
The propeller chip also will not run if the eeprom is programmed elsewhere and then plugged in.
Once I changed the connection to connect the /BOE pin to Gnd, everything works, ie, the chip can be programmed and it will also run correctly.
Is this related to the boost regulator's relative slowness in ramping up the voltage at startup?
