MSF60 Fast Mode format

Hi
The 60kHz radio time transmission from Rugby in the UK used two time protocol until 1998. Then the Fast Mode protocol was then discontinued. Does anyone know the format?
I have tried to contact NPL, the people who run the transmitter, with no success.
