Why isn't my avatar animated?

The "controlled" in the neon "Microcontrolled" is supposed to flicker. I uploaded my avatar as an animated GIF. Why doesn't it appear animated?

When I right-click it and save it and examine it with a GIF animation program, it it shows one frame...

I've now re-uploaded it as a newly converted file. The other conversion software I used may have been defective for forum use, so I used a different one this time.
