Group of BOE Bots communicating with eb500's

My project involves a group of four BOE Bots (BS2sx), each with a number determined from sensed information, communicating those numbers to each other using eb500's. Based on the combined result of those numbers, different actions will be taken. I have had little experience in communicating with Bluetooth. What would be the best way to communicate this information? We are not allowed to have one master bot that directs all other bots. We were thinking of a round-robin-type strategy, but were unsure as to how to specifically implement it using the eb500's.
