no basic stamp found

Am having a problem with laptops (runnning XP) finding basic stamp plugged into USB port. Using BOE rev. D.
I have downloaded the parallax USB driver.
The identification untility in the stamp editor says "cann't open port in use". The red & blue led's on BOE the by PO and P1 pins, stay on. I read an earlier post that said to uncheck the "allow computer to turn off the device..." on the USB Root Hub in device manager, but didn't work. I also have set the latency timer all the way down to 1 on the port.
Any suggestions would be gratly appreciated.
