Back in the days of LP's I had a record with a similar pattern that produced a similar effect. It included an explanation similar to this:

I just did it with the computer mouse positioned on the browser tab. After viewing the moving image, change to the ordinary forum view. There is a lot of motion, and for me, it continued for a good 10 seconds after switching the illusion off.

Ran the thing again, this time keeping one eye closed. Switched to the browser text, and switched eyes and still saw the motion!
