Why a 60 second delay when trying to report spam?

I was trying to report on a flurry of spams in the blog area but I was told I had to wait 60 seconds. Bah!

A 60 second period also exists to prevent the creation of spam. So if we lift the 60 second period they can just post more spam, and last I checked bots can spam faster than users can report. In order to slow spam we must also slow the reporting of spam... it's almost a catch 22.

They were from the same user; it only needs to be reported once truthfully. After that we can track them and moderate; we actually delete an entire user's worth of posts in one keystroke.
We are also working on a few more methods of preventing spammers from running rampant on our forums, so hopefully we can bring these incidents even further down; I'd say end them entirely but there are always ways for spammers to get in.
