Anything's possible! Lots of uncontrolled toy walking robots use just one motor, for instance Wow-Wee's line of mini-Robosapiens: http://www.youtube.com/watch?v=CvewclivFuA
Gakken makes the snap-together Co-Robot kit. This out-of-control one-motor robot walks rather spastically then automatically gets up after it invariably falls down. Hard to find in the US; cheapest place to get it is the Maker Shed store. Kids love this little fellow. His drunken staggering is a bit hard to watch at first, you actually end up hoping that he falls over since the "getting up" part is so elegant. http://www.youtube.com/watch?v=KB_35ALRvAs
Here's a 3-servo robot that can walk (OK, hop), fight (OK, strike) and get up after it falls down. Very cute & clever, I'm surprised no one has commercially made one of these. http://www.youtube.com/watch?v=ej1_BWnmpgg But the absolute BEST part is the Japanese guy singing throughout the video. Hai, Dozo, Mr. Roboto!
The Parallax Toddler robot fits your requirements though it's now considered retro. From time to time, these are offered for sale. They're like a giant Penguin robot in principle.
