Must wait 60 seconds between reportings of SPAM - slows down an important function

I found a string of SPAM this morning, tried to report them all one after the other, but then got a message saying something like "This forum requires you to wait 60 seconds between reports...."
If that 60 second rule is kept in place, the spammers will have the upper hand here.
