The Stamp is not fast enough to produce video. You could use an external Propeller like the Propeller Backpack to produce a video display (for LCD or CRT) for the Stamp. There are other video generators that could be controlled by a Stamp, but the Backpack is inexpensive and designed for use with the Stamp. Look at the documentation for it.

In addition to the Propeller backback Mike suggested, there is an older and discontinued Parallax SX Video module that would output sound and low-res video to a monitor. If your urgency, expectations, resolution and cash are low, you might get one of those off Ebay. But the Prop backpack is superior, ready to go and expandable, a great value at $40: http://www.parallax.com/StoreSearchResults/tabid/768/List/0/SortField/4/ProductID/602/Default.aspx?txtSearch=prop+video

For about $8 and a few small parts you can attach a Basic Stamp to a Propeller chip and gain TV and sound functions.
