Is it necessary to disconnect power to the Boe-Bot when connecting or disconnecting the USB cable to the PC?

    No, it is not necessary to turn off power to the BoeBot when connecting or disconnecting the USB cable to the PC. The main advantage of turning off the BoeBot when plugging or unplugging the USB cable is that the Stamp will be reset then and your program may do something inconvenient during its initialization (depending on what you've written).

    Only the USB to serial adapter chip is powered by the USB port. There is a common ground between the BoeBot's power ground and the PC's ground, but that's there whether the BoeBot is on or off.

    Also, USB is designed to allow so-called hot-swapping - connection and disconnection when devices are powered.
