Is the BS2 Dos editor still around?

i hope this hasn't been answered already someplace i haven't seen. "DOS" is too short for the search and "MSDOS" gave me nothing of interest.
Anyway, i'm using the serial port to communicate between my BS2 and QBasic for quick testing. The thing is, windows won't let DOS programs it's running to have full access to i/o ports and third party i/o port openers like UserPort haven't worked for me on this.
Right now i have to reboot and switch between windows and my DOS boot disk between writing/testing. Is there a BS2 IDE that runs in DOS that i can use instead? It would make my project go a lot faster.

I'd keep my virus shields up, since it's not hosted by Parallax. ('Can't find it on parallax.com.)
