Are there any suggestions for message board and web hosting? Are there any sites that provide the software and the hosting within a reasonable price range?
I like Godaddy and have done quite a few sites and forums there. The domain will be close to $10 per year. I prefer to buy a deluxe hosting with them and then you can park as many sites as you want to under one account, very simple. To add a forum, they offer several free 'one click install' forums. Simple Machines Forum is one that is very popular, easy to set up, can be installed with one click in minutes. You cannot beat their tech support. I think deluxe hosting is around $30 per year, no limit on domains you can host on it.
vBulletin forum software is one of the most popular, you are looking at it now. There are different rates to buy it/lease it, I do not think they have a free version.
