Using the Motorola MC14489 chip

I have a straw man program that correctly reads a tachometer signal and displays correct results to the PST. As soon as I try to send the same data to my MC14489 I run afoul of some software rules. Before I attempted to shift out a configuration byte, I at least was getting garbage on my 4x7 segment LED display. I know I need to break this up into more methods but I just want to get it working first.
