I'd suggest you think about the loose components. The advantage of the DIP Prop is that it can be inserted as is into a designed circuit board, but if you are doing breadboarding the PropStik would eliminate bugs due to loose wires - especially with the basic programing functions.
I would go with the DIP kit. That is the one i started with and it helped me early on to not be afraid of wiring stuff yourself..Plus, if you damage the Prop stick you will need a whole new board, but if you damage a circuit of your own design, you could just replace the damaged part only...
