If you go to your user control panel "user CP", there is a place to manage your attachments. From what I can tell, there is no direct upload facility.
So, what you can do is post up a test post in the test forum, then attach something there.
Get the link for it, from either the post, or the manage attachments page, and paste it into your PM.
The other user should be able to click that link to fetch that attachment.
Optionally, you can delete the test post once the upload has happened. The old forum would leave the attachments on post delete. I've not tried this with the new one yet. I suspect this solution will work just fine for the occasional attachment needed in a PM. It's a lot of clicks, but still a nice time savings over the usual, FTP, e-mail, file depot game.
