Per previous posts elsewhere, yes, they are UTC, and will stay that way to avoid problems with daylight savings time. (Only meant to mean "I'm not the authority, but I saw it...)
There is a "Date and Time" section under the "Edit Options" that you can use to affect how the times are displayed for you.
