Looking for documentation on program download to prop

Hey folks,
I know I saw it somwhere but sure can't find it now. I am looking for the documentation (perhaps it was a forum thread) that explains how to write PC software to download programs into the propeller. It might even have been an OCX or similar to allow this to be done.
The idea I am toying with is to create a compiler to run on a pc which is essentially a ladder logic programming language that compiles in to either PASM or SPIN and then be able to download that program into the Prop.
If anyone knows anything about this I sure would like to hear about it.
