attached images bug and lack of previews, plus ridiculously small filesize limits

1. attachment manager has broken images. See attached.
2. what happened to preview thumbnails on image attachments??? Just having the link and filename is not as helpful.
3. lastly, the filesize limits are ridiculously small!!!!!!!!!!!
So DON'T see attached --- I couldn't get a screen grab that small even after seven tries (19k limit for PNG files? Seriously? That's insane).
