Propeller Tool can't find the Propeller chip on my Hydra

I have a Hydra I've been using to develop some code using Catalina C and everything was working more or less fine until today. I had gotten some C code compiled and running using Catalina C in the tiny memory model and I loaded my code using the Propeller Tool. This was a few days ago. Today when I went to try loading code, the Propeller Tool tells me it can't find a Propeller chip on any serial port. I've verified that my USB connection is good. Windows finds the USB serial port on COM11 and the Propeller Tool seems to also think it should be on COM11 but it can't find the Propeller chip. I've tried rebooting Windows, power cycling the Hydra and all of that sort of stuff but I still get the same result. Any idea what might be going wrong? I'm using Windows 7 if that matters. As I said though, this was all working fine a few days ago and I haven't changed my machine or software configuration since then. Why would the Propeller tool not be able to find a Propeller chip?
