waterproof camera with manual does it exist?

does anyone know if there is a waterproof camera that has the ability to lock the shutter and aperture? i want to shoot panos and none seem to have this capability.

The first question that comes to mind is "How waterproof ?", or did you actually mean just "water resistant"?

Underwater cameras are a fairly specialized niche and can get expensive.

It may be that your best option would be to use a normal camera with a compatible underwater casing.
