Dragon Dictation (Off topic, sorry)

Hello everyone,
I am sorry to be off topic but I don't know anywhere else to go.
My sister has quadriplegia and I would like to be able to get her the "Dragon Dictation" app for the iPad however it appears to only be available in the US.
Is anyone able to assist me in obtaining this? (It's a free app).

I would still talk to the vendor like Mike said even if you were to get an app from another ipad user.· Interaction may give the vendor imagination or inspiration to create the next product.· In other words, you might write to me because I'm talking to you.· If I didn't talk to you then you won't write to me.· But if I write to you then it gives you something to write back to me with and that interaction gives people ideas on what and how to write.
Your interaction may get the vendor to create something else.
