Can I use STAMPII as a dc voltage buck converter with an input range of 12vdc to 35vdc and an output of 12 to 15vdc?

Anything is possible, but since the Stamp has neither high voltage nor high current capabilities, you would have to add so much external circuitry that it would be a waste of a $50 Stamp. Probably much cheaper to use a dedicated converter.
