Many of the universal programmers will handle PAL/GAL chips but if you really want to build one from scratch you can try this:

The Wellon VP-190 is not very expensive, not very bulky, and makes PAL/GAL programming almost effortless.

Ok--thanks for the links and advice.

The reason I like homebrew everything is because it keeps the cost down and my wallet pleasantly supplied. This isn't really a project I was planning to spend more than a few dollars on, so I may just experiment with them in my spare time.
