problem with TSL230R chips

I am experimenting with the TSKL230R light to freq. converter chip, but i am havibg no luck.
I downloaded the info file, wired the chip as shown in the BS2 section and entered the TLS230R-Test.bs2 program.
The only display I get from the debug screen is 00000. I double checked my wiring and software entry. Still no good. Then i replaced the chip its self and still only 00000.
HELP! what am I doing wrong and what are the chances of getting two dead chips in a row?
Anything would be appreciated.

    Attach your code and a picture of how you have it connected. Two in a row is suspicious

    Boy can I be stupid sometimes. The problem turned out to be a VDD line that had pulled loose from the homework board which is on a lower level than my proto board. Things are working fine now and I am going to try to use the TSL as a simple color recognizer. Anyway, don"t laugh at me too much, musta been tired.
