Wouldn't the use of TOGGLE be more effective than PULSOUT ?

The use of TOGGLE will just make the output wave more symmetrical ... i.e. 50% duty which I think is what you really would want.
As far as 'taser' goes, I wouldn't call it that, but you can gain a respectable more effective 'punch' from a charge pump design rather than directly pulsing from a battery.

page 5 of the PDF shows a basic circuit... the SK3950 is just a basic SCR ... The SK9442 can be omitted and the Collector terminal can be tied directly to ground. The circuit basically charges a capacitor and when the trigger threshold (set by a voltage divider) of the SCR is met, the capacitor is discharged into a tiny pulse transformer and the cycle starts all over again.
page 9 of the PDF shows a way to gate the SCR to allow frequency control. i.e. from a Stamp or Propeller

I understand the concept "Once the Art Dept got hold of the schematic all bets were off.", it's happened many times to myself, but what mags are you referring to that are buggy?
