Question about the usability of pins 30 & 31

I have a PropStick. I am making a device with the PropStick and I was wondering about the IO pins 30 and 31. I need to either assign them to LED's for a Power/Status indicators or to slider switches that may be on or off at any given moment.
Am I correct in assuming that if I use these pins as LED outputs, that I cannot use the serial terminal and/or Viewport for debugging without interfering with the LED operation? And am I also correct to assume that the serial terminal and/or Viewport would not function at all, if the pins were wired to monitor switches as in the switch schematics of the PPDB or the switch schematics listed in the PE Kit Book?
