Propeller Tool 1.2.6 error starting in Windows XP

I randomly get this error when trying to start the program. Sometimes when I restart my computer it will work but not always. Anyone else run into this and what has been the solution?

I have attached a screen shot of the error.

Just downloaded version 1.2.7 and no difference.

I run XP SP3 and Proptool often crashes on shutdown.

I think it is just another way of getting the computer to "phone home"

And yes, I know, there is a cure. ****x
