Unlike current processors, the CMOSAIC project considers a 3D stack-architecture of multiple cores with a interconnect density from 100 to 10,000 connections per millimeter square. Researchers believe that these tiny connections and the use of hair-thin, liquid cooling microchannels measuring only 50 microns in diameter between the active chips are the missing links to achieving high-performance computing with future 3D chip stacks.

and I thought my Liquid CO2 AMD K6-2 450Mhz bumped to 550 was da bomb back when I was young( back when there was jumpers !! on MoBoards) .
I still have that system ,Mind it is now normal again as a server.
IBM all-was does some cool (bad pun) stuff with computers and there Chips like POWER 7 .
I do see one HUGE issue .. Those cooling paths are so small that a dust particle could block them .
unlike our current Water glycol cooling systems you can buy online this system is not for a end user to tinker with ..

Here in Taiwan, a laptop needs to operate in a dusty outdoor cafe at 95 degrees F WITH 95% HUMIDITY. It seems almost everyone has been overly optimistic and ignored what high humidity does to the efficiency of heat sinks and surface areas. So laptops made for the US are not reliable in such environments.
The best way to cool your PC is to buy a small bar refrigerator, drill a hole for cables in the side (that usually is just sheet metal and insulation). And then, keep the darned thing at about 40 degrees F. At that temperature, the humidity factor drops out. Hopefully, it won't take IBM 4 years to figure this out. A good second best to dehumidify so that the cooling fins can cool effectively. But it is really awkward to dehumidify without droping the temperature - almost silly.
In sum, we are going back to chilled main frames and air conditioned buildings. Nothing new here.

General Motors vehicles use a very simple air conditioning system called CCOT.
There is just a tiny orifice which restricts the flow of refrigerant. Something similar would fit into a small space.
So it seems to me the pump / compressor would be the only question...
I have been busy writing a lot of code.
pattern analysis stuff. It's enough to give you a nervous breakdown.
It's just not that easy to get a processor to see a pattern in a bunch of data
that anyone can easily see if it is displayed on a monitor. It reminds you
just how stupid even a fast processor is (or maybe it's just how stupid we programmers are)
