H-bridge ENABLE pin question.

I see H-bridge circuits and circuit board kits that use three pins.· One for FWD, REV and Enable.· Is it always the case that the Enable pin can be used for speed control by sending out PWM commands from the Basic Stamp to the Enable pin of the H-bridge?
