I don't think that's possible with a BASIC stamp guy.... you could handle I/O with the stamp, but you'll need processing power to handle the data interpretation. With that kind of processor, you may as well run the I/O with it as well.
That aside, a webcam would be the most logical first step. Black and white analog security cams generally give you high contrast and low light sensitivity.
Other than that, a Cognex(DVT) or Keyence system would be the easiest to implement....... and by far the most costly. Heck, it'd almost be ready out of the box!
