Well, I have the hydra plugged in right now, along with the 512K SRAM expantion card. The 3.3v power limiter is painfully hot to the touch, and my computer says "No propeller chip found" when I try to download a program. My power lights are all on, (Including the one on the SRAM card). Debug lights 1 and 2(on the sram) are lit. i think I am running the preloaded SRAM test thingie, and I am getting a very low-frequency signal on my TV port.
You should remove the SRAM card, and fire up the HYDRA, with just the power supply, computer USB and video connected.
If you see a signal, HYDRA is fine, and you've got to go and start doing and learning stuff!
If not, then try inserting the pre-programmed eeprom card. It's got a game programmed on it. These can be inserted wrong, so look the docs over carefully.
Are you sure the power supply is DC? And are you sure it's center positive? Double check those, and do not run the HYDRA for more than 10 seconds or so, until you've sorted things out, just to keep things safe!
Oh, well I think i've fount the problem. The power supply says it's 9V 300 miliamps, but my multimeter says it's put'n out 14V. Does that mean something's wrong with my multimeter? (Oh, and btw, it is DC and centere positive.)

I'm smart, cause' I say smart stuff like this:
"Hardware is what you have if you want to make that little light on the front turn on."
--QUARKSPIN
And...
"Sometimes some stuff does stuff like... um..."
--QUARKSPIN
Ok, I think I have it solved now. The 14 V readout was caused by a 7 volt 9 volt (dead) battery in my meter, and the real issue was the 3.3 volt converter, that was putting out 2 volts. Good thing I have a spare on hand...

It almost sounds like something is shorted somewhere...
You said that the regulator was hot to touch and now it's at 2v?
Is there a chance that something is shorting somewhere? Bottom of the Hydra, or something plugged in?
Well, It isn't shorted Now, But it might have gotten shorted somewhere, resulting in a failure. Like I said, I have a spare, And I'll replace it tomorrow. (And I'm about to test the chip)

Now, all I have to do is find my SRAM card, and I can make HALO 4!

There is a Spacewar game written for that card. Jasper_M (and I might have that wrong on the underscore) and EP Moyer? (I for sure have parts of that user name wrong) both worked on that card and video driver stuff.
Not a lot has been written for it, IMHO. Good news is those two did write some good, core code.

I'm really waiting to hear success on this.

I feel so smart, I have it fixed now!
It was just a cooked 3.3V power regulator.
Now, all I have to do is find my SRAM card, and I can make HALO 4!
