If you have two identical GPS then you can 'theoretically' do a differential system with one stationary and the other moving. This can be very tricky though and you'll need some softwarre to resolve your data.
Your range and accuracy is sort of right in the valley of positioning technology. Too far for PING))) without big modifications and IR will be dodgy if it's outside and it's too tight for standard 12 channel GPS receivers. LASER triangulation comes into mind but that's not site independent.
Tell us more about the constraints of the problem. Can you set up LASER beacon's in the corners? Is a playing field or does it have to deploy to unknown places?
