The Propscope is an USB oscilloscope that uses the Propeller Chip. To understand what an oscilloscope is, see http://en.wikipedia.org/wiki/Oscilloscope
USB oscilloscopes work with a PC and use the PC's monitor to display the signal as opposed to stand alone units which which have all the hardware in the case including the display.

I think you mean to ask,"Why do I need a Propscope?"
Most hobbyist do not really need a Propscope. But it is nice to be able to check the output timing of a pin. If you are looking for a specific pulse timing it is very handy. Also if you are outputting analog signals it is really nice. You can look at the wave form to insure the signal is correct.
If you ever get one and use it, you will probably ask how you got along without it.
