QTI Line Follower subroutine question

I have a simple question about the Check_QTI subroutine:

DIRB=%1111

Why would you make the 4 pins outputs for 230us before making them inputs? Why not just leave them as inputs and read them when you want?
Also, what does QTI stand for?

The QTI sensors require a High state to activate them and also to discharge the capacitors.· The circuit is based on the RCTIME command.· I'm not sure what QTI stands for.
