    Ubuntu Linux has legacy emulation of the Commodore 64 available for free. So you can develop code for it on any PC.

    I use VICE to play Commodore on my XP machines:

    VICE is a program that runs on a Unix, MS-DOS, Win32, OS/2, Acorn RISC OS, BeOS, QNX 4.x, QNX 6.x, Amiga, GP2X, SkyOS or Mac OS X machine and executes programs intended for the old 8-bit computers. The current version emulates the C64, the C64DTV, the C128, the VIC20, almost all PET models, the PLUS4 and the CBM-II (aka C610)

    I still pull out the real one to play Jumpman Jr. off the cartridge though because I haven't found a true version available otherwise. My wife played it to death growing up, so she can easily spot any flaws in the remakes.

    I bet the prop could emulate the VIC,SID, and CIA as well and still do other things.
