I have a question do I need the program board that comes with the kit or can I use my own breadboard and computer cords to program the chip ?

    Which kit?

    If you mean the BASIC Stamp Discovery Kit, then the board supplies a power supply and a serial interface. Since the Stamp has its own small voltage regulator, you could use that to power the Stamp itself and a small amount of external circuitry (maybe drawing 30-40mA) on your breadboard. You would need to provide a cable or socket for the serial programming port and a pair of 0.1uF ceramic capacitors as shown on page 28 of the BASIC Stamp Syntax and Reference Manual.
