cpld reusing JTAG pins

anyone know best practice if you need to use every io pin for io even the jtag pins?

should i set the jtag pins as outputs? how would you go about programming it if you did?

I am curious because the EPM7032AETC44-10 is really cheap and has 36 IO the exact number i need. Don't think there is enough program area though but it made me curious.

I haven't seen a way to remap the JTAG pins. If the option even is available, Quartus is not that user friendly for me.

The jtag pins are general purpose io also. I basically need to program it once only.
