Does anyone know how to convert the frequency produced by the TSL230R into the equivalent wattage (milliwatt, microwatt, etc.) being measured?
Similarly, is it accurate enough that it could be used for a hobby grade laser power meter?

The TSL230R does not measure power output. It measures light level within its perceived wavelength range and converts that relative light level into a frequency. It is not safe to assume that you could get power readings from any energy source consistently with a light sensor as it is possible to have a higher wattage bulb that produces less light.
