User Control Panel - Edit Options problem

Hi,
·· I go to Control Panel, Edit Options and change the time zone to my local one (+9:30) and when I check whether it saved, it has saved it as +10:00.· I can successfully change to other time zones (I tried +9:00 and +5:30), but not my own local time zone.
Any help would be appreciated, would make it less confusing when looking as posting times.
