Looks to me like this is pretty easy. The data sheet shows the chroma can be either on the baseband (start + 1 pin), or on the broadcast audio pin (start + 3).
Both use the same resistor too. A demo board will show the same baseband image either way, as this resistor is wired the same on both pins.
S-Video then is really all about setting the VCFG bits, and that (start + 3) pin wired apart from the other three.

The big bonus with S-Video is your luma changes will not cause color artifacts and the luma bandwidth is not limitted to 7.16MHz (455 pixels per line). Chroma is still bandwidth limitted though.
