The capacitors will smooth out voltage spikes that occur in the power lines. They form a low-pass filter, e.g. they will absorb high frequencies (spikes) but block low-frequent signals which instead will go to the voltage divider and the Stamp. If you omit the capacitors, you might damage the pin on the Stamp.
